The Barry Community Advisory Panel (CAP) had a full and varied meeting
agenda in 2005. The following provides a brief summary of the CAP meetings.
January
The CAP reviewed the Helpline statistics for the year. They also had an open
forum and questions were asked about the Cadoxton Ponds project underway at Dow
Corning Barry site.
February
Jonathan Coldman, Dow Corning community relations coordinator, gave the CAP
a summary of the community activities that Dow Corning offered in 2004 and was
for planning in 2005.
March
The panel heard what chemicals Borden Chemicals (now Hexion Chemicals) use
and make and how they are used to make everyday products.
April
In April, the panel toured the Dow Corning site. The panel members were able
to see the main control room and talk with operators.
May
Dyfrig Jones from the Wildlife Trust for South and West Wales returned to
the CAP to outline some of the education materials being planned for the
Cadoxton Ponds. These materials will be used when children visit the ponds as
part of a school outing.
June
In June, the CAP heard a presentation on the measures put in place for Dow
Corning’s Occupational Road Risk standard. The panel was able to see the
guidance given to employees and the risk assessments they must do in order to
comply with legislation when driving on company business
August
The Barry CAP met with the Sully CAP at an off-site location to hear a
presentation from the South Wales Fire Service on integrated risk management.
This focused on how the Fire Service manage their resources based on the levels
of risk. The two CAPs also heard a presentation on the newly named Hexion
Specialty Chemicals.
September
The September meeting was spent learning about the August incident at Dow
Corning. The CAP members were happy with the way Dow Corning handled the follow
up and the company’s open and frank explanation
October
The October CAP meeting was another joint meeting with the Sully CAP and
also covered the Dow Corning incident. The main topic however was a
presentation from Tony Leakey, an Environment Agency inspector. Mr Leakey
talked about the new Integrated Pollution Prevention and Control regulations
and what companies must do to comply with these regulations. The members were
able to ask question.
November
The guest speaker in November was Tim Davies from the Vale of Glamorgan
Emergency Planning Unit (EPU). Tim outlined the changes to the EPU organization
and panel members were able to quiz Tim on the EPU’s involvement in the Dow
Corning incident in August.
December
The panel members enjoyed their annual Christmas meal
Monthly
Calls to the Helpline were reviewed each month and CAP members reported on
discussions they have had with other community members about the chemical
complex.
Changes to the CAP membership in 2005
Two new student members joined the panel in 2005. They attend a local
secondary school and represent the interests of local young people. A retired
head teacher also joined the panel in 2005.
The panel also saw the return of a member who had stepped down from the
Community Advisory Panel a couple of years previously. This member now
represents the Sully Community Council.
