Midland Site Community Advisory Panel 2002 Annual Report
Panel members were given an update on Cabot’s Midland manufacturing site’s
production, and Safety, Health & Environmental statistics for 2001 by out
going Site Manager Paul Fraser. The panel also welcomed Carl Troike, the
new Cabot Site Manager, who reviewed their community activities.
Jere Marciniak, V.P. General Manager, Global Paper & Process Industries
and Specialty Chemicals Business, presented the opportunities and challenges of
the current economy and its impact on “the new Dow Corning”.

The panel was given an environmental update on Department of Environmental
Quality inspections, SARA 313 TRI reporting and the site’s Renewable Operations
Permit.
Jack Maddox, Midland Site Manager, presented the “State of the Plant
Address” reviewing the sites employment history, Safety, Health and
Environmental statistics.

Panel members took the opportunity to participate in a site wide emergency
drill during their May meeting. Members were given a first hand look at the
safety response capabilities of the site in action.
The status of the City of Midland tax appeals involving Dow Chemical, Dow
Corning and the Midland Cogeneration Venture were reviewed with the panel
members. Also, reviewed was the financial data for 2000 Taxable Values, Summary
of Tax Revenue in Contention and the Reserve for Large Industry Tax Appeals.
Panel members were given a review of the Responsible Care® Security Code and
the procedures and processes in place at the site to meet the code
requirements.
The new MITECH+ educational assistance program for skilled trades was
presented to inform the panel of the program goals, benefits and increased
opportunities for students to further their education.
Panel members toured the Healthcare Industry Materials Site. While on the
tour, they were given an overview of the site’s operations, products and
market.
