More than Ten Years of Dialog The Dow Corning Midland Site Community
Advisory Panel was formed in 1991 as part of the site’s commitment to the
Midland community and the values of Responsible Care®. Panel members are
volunteer citizens who are a sounding board for the site on a variety of
issues. They are the very fabric of our community and bring diverse viewpoints
to an important dialog between the Midland Site and our neighbors. This dialog
helps the Dow Corning Midland Site build a relationship that benefits the
community, our employees and the future of the site.
Midland Site Community Advisory Panel members are true volunteers who have
the opportunity to have their questions and concerns addressed by Dow Corning
Management. Members also advise the Site management on how to make meaningful
changes in the way Dow Corning communicates with the community on key
environmental, health, safety, transportation, employee, customer, business and
other operational issues.
2004/2005 Agenda Highlights
Panel members reviewed the site contributions to the community for 2003.
Brian Mowry, of the contributions committee, discussed the sites focus on
education, safety, & the environment. Also reviewed were the site
scholarships for Mathematics, Science and Building Trades awarded at each of
the Midland County High Schools.
The dinner held for the families’ members of the 1460th National Guard
Transportation unit was reviewed for the panel. Discussed were the evenings
activities and recognition that the site received for its efforts to support
the families of unit members.
Janee Valezquez, of Midland Tomorrow, was invited by the panel to discuss
how their organization assists businesses and families to enhance the quality
of life in Midland County. She shared with the panel their involvement with
public relations concerning downtown development, parks, libraries, water
projects, the rail-trail, fairgrounds entrance and other activities.
The panel reviewed and discussed Dow Corning’s sustainability initiatives
for 2003, key directions for 2004, and how these efforts tie to the Company
values and vision.
Members of the panel toured the Midland Site visiting rubber production,
intermediates and finished products for distribution. In addition they reviewed
emergency response capabilities and discussed with the response team site
support and mutual aid support provided to the city and county.
New EPA emission regulations were reviewed and the sites plans for meeting
those standards prior to the required implementation date.
Jean Cronin, Cabot Midland Site manager, presented some key highlights of
their businesses, industries served, company trends and new products. This
was followed by a tour of the Cabot site where panel members were given the
opportunity to understand the technology/product integration with Dow Corning’s
Midland Site.

In April 2005, the panel toured the Hemlock Semiconductor Corporation, a
subsidiary of Dow Corning. Panel members were given an over view of the site,
its operations and how products are supplied to the integrated circuit and
solar panel markets.
Midland Site manager, Ian O’Neil, reviewed with panel members the new site
vision and strategy. The presentation centered on how the site is working to
improve reliability, customer service and asset utilization through the use of
Six Sigma process improvement techniques.
