The minutes of the meeting held on November 7, 2000 were accepted.

Maureen distributed copies of “what characteristics make a CAP successful”,
a Responsible Care article and an article on Dioxin Assessment.

Chuck asked for 3 volunteers to assist in “test driving” Dow Corning’s new
Environment, Health and Safety (EHS) site on DOWCORNING.COM. Beth Nash, Eileen
Starks & Lin Dorman volunteered.

Chuck discussed the Q1 meeting topics & guest speakers. Kevin Burley,
Cabot Midland Site Manager will speak at the Jan. 9 meeting and discuss Cabot’s
relationship with Dow Corning & the community. On February 6, Gary
Anderson, OCEO President & CEO, will present the Dow Corning Corporation
products presentation, Chapter 11 Update, Workforce reduction/Voluntary
retirement programme update & an Organizational Changes Overview.

Rich Rausch gave a presentation on the Midland Plant’s Waste Program. He
discussed the waste streams, the volume of waste from the Midland Site,
disposal outlets, locations, and how they are transported either by truck or
rail. He also discussed how frequently the plants are audited, the EPA’s
standards for proper disposal, and the bond issue that assures there is enough
money to ensure closure of our landfill.

Jack updated the CAP members on the Workforce Reduction numbers. We are
down approximately 500 people worldwide, approximately 75 from the Midland Site
total (including Corporate support groups).

Jack updated the CAP members on the MiOSHA Citation. The citation that Dow
Corning received was for “failure to maintain inventory of where asbestos is
located on site”. A $4500. fine was assessed. The revised procedures have
already been implemented.

Jack updated the CAP members on the status of the Tax Appeal. It is still
continuing. Discussions are still taking place. Both sides are still trying to
determine a value that’s fair to Dow Corning and to the city.
