Minutes of Meeting -- Tuesday 8th of April

Meeting minutes from March were approved.

Mike Snyder briefly discussed the small voltage drops that took place at the
Midland Site on Friday, March 28. Dow Corning is working with Consumers Energy
to try and identify the root cause. These drops in voltage effected the
equipment that monitors our processes causing many of the alarms to sound. As
a result, we did experience 4 minor releases. This did not require any
notification with the DEQ.

A Midland County Community Emergency Drill (full scale exercise) is being
planned for Wed., May 14th. The drill will take place at Dow Chemical. The
media will be notified.

1. Updates from CABOT: (Kevin Burley & Carl Troike)
Kevin Burley, Manager, Safety, Health and Environmental gave an update on
their Safety & Health Statistics, Environmental statistics and where they are
with the status of obtaining their Renewable Operating Permit. They have two
planned shutdowns this year and will be coordinating this with Dow Corning.
Regarding Responsible Care®, Cabot will be terminating its membership with the
American Chemistry Council (ACC), and will be implementing their own standard
of Management system that will comply with the ISO standards. A Safety
assessment was completed. Cabot would like to maintain the relationship that
they have with Dow Corning & the CAP. Kevin also reviewed some of the
Community activities that Cabot is supporting.
2. Community Emergency Drill: (Roger Garner)
Roger Garner, Midland County Emergency Services Director gave an update on the
enhanced safety measures that are being taken after the event on 9/11. This
includes new aspects that have been put into place concerning Acts of Violence
& Acts of Terrorism. They are also looking at Consequence Management and how
they are going to support the Law Enforcement. A terrorism threat assessment
was completed in 1999. The next assessment is scheduled for May. Midland
County did receive some Grant money and has purchased decontamination showers
& other personal protective equipment that both law enforcement officers and
paramedics can use. For more information, you can logon to
