Distributed news release: American Chemistry Council Initiates “Leadership
Dialogue”
A copy of this article was distributed to CAP members
regarding a question that was raised concerning the status and activity of the
ACC RC Public Advisory Panel. Mike Snyder also commented on the news release.

Mike Snyder reviewed a small chemical spill of Sulfuric Acid that occurred on
February 27, involving a leaking 55-gallon drum on a FedEx Truck that was
driving on South Saginaw Road by the Southwest corner of our facility. Initial
press reports incorrectly identified the material as Hydrochloric Acid, which
lead to confusion about whether the spill was Hydrochloric or Sulfuric Acid.
Dow Corning's Loss Prevention Department assisted the Midland City Fire
Department in controlling the incident, which included temporary closure of
portions of Salzburg and South Saginaw Roads, containment of the leaking
material, decontamination procedures, and ultimate leak control. The Automated
Road Closure signs were activated to support the traffic control required by
this incident, and generally positive feedback was received about their
operation.

The Dow Corning Board of Directors elected Stephanie Burns, president and
Chief Operating Officer of the company, effective immediately. Announcement
posted on February 10, 2003.

Future meeting topic would be to have Jean-Marc Gilson come and speak with the
CAP.

1. Global Competition and Midland Site Performance (Ian O’Neil) A
Personal Perspective…
Ian reviewed the Corporate Performance, Midland Site Performance, and
highlighted the 2003 Priorities focusing around Reliability, Affordability &
Customer Service. He also gave his personal perspective on what he feels is
Dow Corning Midland Plant’s Competitive Advantage and what we need to do to
stay competitive globally. He explained that Radical change is in motion and
we need to change into a proactive, market and financially driven enterprise.
We must also focus on using our 3-Horizon framework to guide our actions and
deliver financial performance.
