Minutes of Meeting -- Tuesday 7th of October

September meeting minutes were approved.

Introductions of new panel member – Tom Gilstad. Welcome!

Chuck Bond said his farewell comments to the CAP as he moves to concentrate on
other activities related to his position in HR. We would like to express our
sincere appreciation for the many years of participation with the panel.

Maureen confirmed that the joint panel meeting between Dow Chemical and Dow
Corning will held on Tuesday, December 2nd. The location will be communicated
in the near future. Cabot will also be invited to attend this meeting.

Maureen asked for two panel members to volunteer to help set the agenda for
this meeting. Bud Carpenter and Eileen Starks volunteered.

Mike Snyder introduced the new Midland City Fire Chief, Leo Garcia.
1. Introduction of new Midland City Fire Chief (Leo Garcia)
Leo introduced himself to the panel members and provided some of his previous
work experience at the Saginaw Fire department. He came to Midland in December
of 2002, and has enjoyed the community interaction. He is aware and
understands what the needs of the community are. Leo explained that the
majority of our 911 calls are for medical response calls for help. He also
mentioned that Midland does not have too many fires. Leo has an extensive
medical background. He also participates on the Red Cross board, Leadership
Midland & the Rotary Club.
Updates from CABOT(Kevin Burley)
Kevin updated the panel members on Environmental, Health & Safety statistics.
This included no recordable injuries for the past 23 months and no reportable
process safety incidents. Their renewable operating permit was issued. They
also had an unannounced visit from the DEQ inspector.
Several panel members mentioned that they feel Cabot has really exhibited
community involvement. This includes their participation in Habitat for
Humanity, D.A.R.E & sponsoring 3 Midland Exchange Students to Japan.
Bud Carpenter suggested that our new panel members tour the Cabot facility.
Environmental Health & Safety Updates:(Mike Snyder)
DEQ audit went well. Rich Rausch was not present to discuss details, but Kevin
Campbell provided the information that he had.
Mike reviewed the August 2003 Safety Statistics. This is information that is
shared with our internal building team leaders at our monthly Responsible
Care® meetings.
The Midland Site will be involved in a Process Safety Audit within the next
two weeks. This will be a very in-depth audit.
Other updates:
Ian discussed that the ISO audit was successful with no notifications. We are
in the process of moving towards a global program.
Brenda updated the panel members on the 60th Anniversary celebration held at
the Midland Site on Tuesday, Sept. 30th. A catered luncheon was enjoyed by
approximately 700 employees and special Dow Corning “goodie bags” were also
distributed.
November agenda topic:
Ian will provide more discussion around the 5-year plan for Midland Site.
