Protective glazing systems incorporate a shatter resistant glazing infill (such as a laminated glass or glass with a protective polyester film) with an attachment system such as Dow Corning 995 Silicone Structural Sealant, which keeps the infill attached to the frame, even after a severe impact.
Bill O'Brien, Dow Corning Senior Technical Service Specialist

Properties of Dow Corning(R) 995 Silicone Structural Adhesive such as high tensile and tear strength plus excellent adhesion to glass and common window frame materials result in window system with dramatically increased protection from shattered glass due to hurricanes, tornadoes, criminal activity, and bomb blasts.  It is a one-component, self-priming formulation which is easy to apply in both factory and on-site retrofit situations.
